Los autores explotan una variación plausiblemente exógena en los precios de la vivienda inducida por cambios en las condiciones del mercado hipotecario local; en concreto, la rápida expansión de las cajas de ahorro. Teniendo en cuenta la competencia electoral en los ciclos electorales 2003-2007 y 2007-2009 entre los municipios españoles de más de 25.000 habitantes, los autores estiman una relación positiva entre los precios de la vivienda y la corrupción urbanística en los municipios con variación en los establecimientos de las cajas de ahorro utilizando técnicas de variables instrumentales.
Un incremento del 1% en el precio de la vivienda conlleva un aumento de 3,9% en la probabilidad de corrupción urbanística. Además, los gobiernos de mayoría absoluta (que no necesitan el apoyo de otros partidos) son más susceptibles a la incidencia de la corrupción que los no mayoritarios. Surgen dos implicaciones políticas para hacer frente a la corrupción: mejorar la competencia electoral y aumentar el escrutinio sobre las decisiones de ordenación del territorio en las zonas poco pobladas.
